Japan is demanding that U.S. military 1)authorities turn over an airman 2)suspected of 3)raping2 a local woman near a U.S. base in Okinawa. If the U.S. military complies, it would be only the second time it handed over a serviceman to Japanese authorities 4)prior to a formal arrest.
The Japanese government has formally 5)requested that the U.S. military hand over Air Force Sergeant3 Timothy Woodland, suspected of raping an Okinawan women last Friday morning in a 6)parking lot.
Japanese police 7)obtained an arrest warrant late Monday for Sergeant Woodland based on crime scene 8)evidence and 9)witness accounts.
The U.S. military has yet to reply to the request.
On Tuesday, the U.S. marine4 commander on Okinawa, Lieutenant5 General Earl Hailston, visited local officials and apologized for the alleged6 rape. "We are very disappointed and deeply and sincerely regret that this concerns a U.S. service member," said General Hailston. "I have directed all local commanders to enhance all of their local activities to 10)instill good order and discipline."
If American authorities 11)comply with the arrest warrant, the suspect would be the second U.S. serviceman to be turned over to Japanese custody7 before being formally charged. In 1996, U.S. serviceman Terrence Swanson, who was suspected of the attempted murder of a woman in Nagasaki 12)prefecture, was transferred to Japanese custody before his 13)indictment. He 14)pleaded guilty to the crime and a Japanese court sentenced him to 13 years in prison.
On Tuesday, Okinawa Governor Keiichi Inamine condemned8 the crime.
He says this is a vicious crime that violates human rights, and it is absolutely unforgivable.
But local reaction to the latest rape 15)allegation has been relatively9 16)subdued compared to the public outrage10 that followed the rape of a 12 year old girl by three American servicemen in 1995.
Officials in Chatan, where the rape allegedly occurred, are considering a 17)curfew covering all American military personnel to curb11 late night drinking.
The U.S. military has 26,000 troops stationed on Okinawa - about a quarter of the U.S. military presence in Asia. The imposing12 size of the bases and a series of criminal incidents have caused 18)friction with the local community. Okinawan officials have been pressing for a U.S. troop reduction.
